First you must rename it and delete the “.new” so it will be “config.php”
Now open config.php with notepad or with a php editor and edit this lines
$config['Database']['dbname'] = ‘HERE YOU MUST WRITE THE DATABASE NAME’
$config['MasterServer']['username'] = ‘HERE WITE YOU DATABASE USERNAME’
$config['MasterServer']['password'] = ‘HERE WRITE YOUR DATABASE PASSWORD’
SAVE THE config.php AND UPLOAD IT IN YOUR FTP AT /your forum/includes/
